'Wisconsin's laws are lax'

The reason Wisconsin has a rampant problem with vehicles passing school buses letting out children is the same reason Wisconsin has one of the nation's worst drunk driving problems: its laws are lax.

Wisconsin is the only state in the nation where first offense drunk driving is a civil violation, and not even a misdemeanor.

Likewise, in Wisconsin, flouting stopped school bus laws can cost as little as a $30 fine, plus 4 points off the driving record. No other state is that lenient toward such dangerous scofflaws.
