Beloit Daily News November 12, 2003 Beloit business leader to take job with city

Beloit Downtown Business Association Executive Director Tom Clippert announced today he would be resigning after holding the job for nearly two-and-one-half years.

Clippert will be moving into the City Hall position of director of housing. The position became vacant when John Raisbeck, former housing director, retired earlier in the year.

City Manager Larry Arft confirmed that Clippert would be taking over the duties which include code enforcement, the home assistance program and working with neighborhood groups on the neighborhood initiatives program.

Although Clippert does not have experience in code enforcement, he has many other attributes the position calls for, Arft said.


``We picked Tom because he has a good, strong management background. We looked at Tom as a manager. He has a lot of experience with working with contractors and in financing,'' Arft said.

Clippert also has strong community relations skills which are important when dealing with the public, he added.

A Beloit native, Clippert graduated from Beloit Catholic High School and the University of Wisconsin-Madison with a double major in economics and international relations. Before working for the DBA, he worked for Shea Services in Madison, a private company which contracted with the state for work with the W-2 Welfare-to-Work program, he said.

He also served on the Beloit City Council from 1996 to 2000.

Clippert said he is excited about the new opportunity for several reasons.

``I'm looking forward to the challenge and the growth. I've been looking to go in a different direction for a while and the good part is I can still stay in Beloit and serve the Beloit community,'' he said.

The new job will encompass many similar principles of community development that he was involved with in the DBA, but on a much larger scale instead of just focusing on the downtown, Clippert said.

There will be things to learn, however, and he intends to begin learning in December while still finishing his duties as executive director of the DBA, he pointed out.

``I will have to read and understand the housing code. I plan on working with the various inspectors to learn about their jobs as well,'' Clippert said.

His starting salary has been set at $52,000.

Meanwhile, the DBA will form a committee and advertise for the position of executive director.

Arft said in the near future he also will be looking to fill another vacant position, that of community development director.

These two jobs were not eliminated during the recent City Hall restructuring and always were intended to be filled, Arft said.
